Gillard put him in charge of the carbon tax carton and was impressed with his ability to get the Greens, independents and industry all to broadly admit on a package and then get it through Parliament. But those close to Gillard say Combet is a "standout facility" and his deep understanding of industry and business from the carbon tax negotiations makes him the most desirable person to take on Industry and Innovation.

Shorten will become Gillard's self-styled prizewinner and No.1 attack dog in the Parliament and the media. His critics and the Opposition (not necessarily the same conglomeration) say this is a reward for a faceless man who helped Gillard topple Rudd 18 months ago.
